What Do You Think Is The Reason Hubpages Refuses To Display Adsense Ads On Answers To Questions?
Are they really "refusing" or is it their choice?
I'd have to guess that it might have something to do with the unpredictability and content of answers, and this keeps those pages from violating Google's AdSense.
But really, why does it matter? Those are HubPages' pages and you wouldn't be getting revenue from them anyway?

I think it would be nice if we could earn money from our questions here on hubpages. Still with the 60/40 split just like on our hubs.The only thing I would think would be people posting too many questions, so maybe...
