I believe it can - indirectly.
Answering questions can draw attention to you and also help gain exposure to your hubs. This way, people who read your answer(s) may be encouraged to look at work you have produced in your own hubs and vote to increase the scores in those hubs.
This doesn't always work, but HubPages works a bit like a community and for those who don't have experience with guiding traffic in from places like Google and other search engines, traffic from within HubPages can increase the hits on their hubs and possibly the scores too.

Of course, asking questions in Hubpages increases my hub score. Today I asked the maximum questions in hubpages and now I see my hub visitors increases, comments increases and also hubscore. While people see my question, they answer it and want to know about me and my hub. Than they come to visit my hub, read them and also comment. All of these increase hubscore.
Asking question also increase my followers. Take a look....

When I look at the questions section of hubpages I see pages and pages of silly questions. A lot of the time, when I click on "unanswered" or "latest" I see that the same person has asked ten or so questions in a row. I suspect that in most cases this is because of the fact that...

I'm not sure where to post these questions, so I'll post them here and hope they get picked up.I want to know how many people are registered to HubPages, how many hubs get published per day, on average, and how many hubs there are altogether? Does anyone have this information?

Some hubbers are taking the mick with it. It's spamming. It's not allowed in the forums. If you want attention promote yourself according to good manners. Not by over spamming in the questions section.
