I think most people grow a following by participating at a high level. This includes making great hubs, leaving comments on other high quality hubs, participating in forums and QnA.
You can also follow people you enjoy. The biggest thing is to be consistent and valuable community member. Good members tend to naturally grow a following, and as they progress, they tend to help teach others on how to use HubPages and that helps them grow their following more:)
