    One of my hubs has a url tracker and the views from that are greater than the actual views. Why is that?

    Because people are arriving to your hub via other sources such as hubpages, search engines etc and not always from the links you have placed your tracker in!

    yeah but the views from the tracker are way higher than the actual. Shouldn't they be the same if not more for the actual?

    Views for a URL Tracker aren't just for the hub you're linking to, but all hubs the user views on HubPages after clicking the trackered link.  URL trackers don't really correspond to individual hubs either, they can be used to link to any page on HubPages.
