My Hub Karma score is incredibly low, how can I improve this?
I'm linking to relevant hubs and am actively involved in the hub community yet it keeps going down.
It shouldn't be hard for you, you have 23 hubs so each of them having one or two links to relevant hubs should get your hub score to at least 70, but it takes some time. It took about a week since I added links to other hubs for the Hub Karma to rise, maybe you just have to wait a few more days.
Use the suggest link and slowly the score will increase. It takes time and most importantly, do not worry about it!
