The best way is to be certain that you have your article properly SEO'ed with keywords that people are likely to search for and find.
It is usually best to choose a keywords or keyword phrase that has search volume but there is little good solid information provided for that keyword.
Then you should use your Twitter button once you have published your new hub and let your twitter friends know about it as well. These does 2 things and they are explained in the link about tweeting your Hubs below.
If you have a product that you are selling you could use PPC also. But I would think that you would be much better off using your own website for that.
