You can comment on other hubs, i do not u understand what is stopping you from doing it. Every hubber is in fact expected to do it... I have a feeling your comments are not getting approved by the hubbers, on whose hubs you are leaving them for some reason or the other, self promotion or use of rude language may be a cause.
I think its because your trying to promote yourself and encouraging others to follow you
