Does a personal poem on Hubpages count as low quality content?
Nothing like that. but nowadays people have no patience in reading long poems. So they just skip it. thats all.
I think personal poems are a great method of self expression! And we are all expressing ourselves one way or another on HubPages! Besides, those who enjoy poetry will be drawn to personal poems. Those who don't will seek Hubs that interest them more.

Not at all. Original content regardless of the subjective value placed on it by others is valuable content.
You need to add pictures, and any other type of capsule that you can think of to something with so few words in order for it to meed "good hub" requirements.
It's up to each of us here to ensure that the quality of the hubs that we see are high, Hubpages can NOT continue to get the amazing Google search engine page result credibility with crappy hubs and poor content.
If your poem was longer and not a .gif image, it would count as valuable content.
