If a hubber writes articles on different topics and i just want to get updates on a specific topic, is there any way ?
I don't think so-- but you could just search for a particular topic on a regular basis.
There is a way (although it can be a little confusing). If you go to
http://hubpages.com/author/ [username] / [tag] / [filter]?rss
(without the spaces) then you will get the RSS feed for an author's articles tagged with a particular word or phrase. [filter] should be replaced with hot, best, or latest depending on what you want. For example, Maddie Ruud's latest hubs tagged with "recipes" are available here:
http://hubpages.com/author/Maddie+Ruud/ … latest?rss
You can also go to somebody's profile, and if they have a section called "Some of [username]'s Favorite Topics," then clicking on one of the topic names will take you to a list of that person's hubs on that topic. You can add ?rss at the end of the URL to get the RSS feed.

Hi thereI had a very important topic which I have committed to someone I will write as hub to promote their endeavors. It would definitely bring me more traffic but I feel I can't write it because I will be a distraction from my focus-category here. Can I find some other hubber to take it on? And...

So I just completed my newest hub (even though its my 9th one, I still feel proud about it and now I was wondering how to promote the hub. My hubs seem to be dying, with some only getting several views daily, and I only have two strong hubs that bring in traffic. I really want to learn how to...

I heard about the 30 hubs in 30 days challenge through a forum on another website, and this was what convinced me to come try hubpages. I had been deciding between a few different but similar websites and this little challenge is what made the difference for me. I like the idea of...

I like finding new hubs to read through the topic pages, but often I end up going back to the same topics which I'm interested in and finding very few new hubs - it would be nice if there was a section on the topic pages for newly published hubs rather than just the top ranked hubs.
