I believe if you check out the FAQ's section here on hubpages you will find that answer. Also the learning center section of hubpages is useful as well. Actually I should read up a bit about this topic also, because I thought about doing this a few months back myself. If you find out more info. on this topic, that I have given you. If you're interested in becoming a Hubpage Elite, send a message to the team. They will review your status based on the following criteria:
a) Minimum of six months' worth of experience as a hubber
b) Compliance with HubPages' terms of service (no infractions for six months)
c) Friendly behavior in communications on HubPages.com and off the site with regards to HubPages matters
d) High quality, original Hubs
e) Excellent written English
f) A Hubscore over 80
g) A Great Commenter Accolade level
If the Team is satisfied with your status, they will send you an invite.

Looks like I meet the requirements, now I just wait.
