I only affect the # of views to a hub while in the pre-publish stage?
Is that correct? Once I publish a hub, it seems that I have no effect whatsoever on view count.
Before publishing a Hub, whatever the # views shown is your own views to that hub. Before publishing a hub, no one else can see your hub.
After publishing, it shows total views to your hub, including your views. It may take a while to show the # views after publishing a hub, hence may be next day morning you can see.
As you may aware, you can see the page view details from "my account" menu. There was a glitch on 'hub status' option, which I guess, is resolved now as it is working for me.
Also enable google analytics on your account, which shows the statistics more clearly.

I am a new hubber and I am getting low hub scores from the beginning despite my sincere efforts to produce good quality hubs. Does low hub scores mean that no follow is applicable to my hubs.
