Can I use hubpages to report the news?
I want to open a second account writing news headlines. similar to allvoices style content.
I don't see why not so long as it is written from your perspective and take on things.
Sure, why not. But be aware that what you write may not be as relevant months or years from when you write it.

I recently read some reviews on Consumer Affairs, which were absolutely devasting and have got me a little worried. I was wondering if anyone else wrote at similar sites prior to HubPages and why they made the switch, and if they had thought about going back.
