Many people are asking this question. Today Paul Edmondson, CEO of Hubpages said that HP will put out directions to day on how to utilize Google Analytics and WMT to the best use for our hubs.
No I don't think you can use Google webmaster tools for development work on hubpages or adding a friends connect widget etc, however you can use Google Analytics for monitoring your hubs.
