Are single HUB articles allowed to be placed in multiple topic areas?
Can a single article be placed into multiple topic areas without a penalty?
It's not a matter of penalties. There simply is no way to do this. The topic can be changed, but the hub cannot be in more than one at a time. You have to decide which topic you think fits the hub best.
As Flora has said, you can only have one hub category; however, you can add the other categories you think your hub fits as tags on to your hubs. I believe that is the only way for you hubs to be related to more than one topic.

Is it okay to have multiple accounts in hubpages, about three mine, that of my special someone and A ghost account (will do the hatchet job for me hehehhe)and integrate all of them in just one google adsense account please help me if this is okay
