What part of "Comments are not for promoting your Hubs or other sites" don't you understand?
I think its wrong to ignore the HP rules...and I think all such comments should be spammed. Am I wrong on this?

There's nothing wrong with giving someone a link to a hub, providing that it's relevant to the content of the hub it's being left on and I personally would ask/request permission to place the link before doing so. Linking to outside sites or leaving links to outside sites, if not relevant to the content should be marked as SPAM, but that might not be possible to do, which is why moderation of hubs is left up to the author.
There are plenty hubbers who choose to use the option of moderating comments before they are published, which is what I advise you to do. This would make your claim with regards to your posed question wrong.
