This means that is is too much like one that has been published on hubpages or somewhere else online before and needs to be revised a lot.

If you are being flagged for duplicate content, the HubPages algorithm has determined that your article is either published on another site or it is too close to the content of another article. If you have published an article on another site you can not publish it on HubPages, even if you own the rights to the article. All content on HubPages has to be original.
