What increases your level of commentor-Quantity of comments or quality of comments?
I think that both are important. Say more than just a few words in your comments, and visit and comment on a regular basis.
Commentor level is purely based on the numerical amount of comments you make on other people's Hubs. However, if you make lots of low quality comments that get denied by those authors, that can result in comments being denied which would reduce your numbers.
