Does it look nice to prompt a suggestion or addition to someone's hub ?
It depends on how you say it. Is the hub just irritating you or is the writing bad all around. I think everyone interprets what they read differently and your addition or suggestion might not help the hub. It really depends on what your suggesting I guess.
"Constructrive" criticism can help the writer to write better blogs. This, in turn, would create better articles within the community. Don't go overboard though. Respect their work.
