Open up a text capsule.
Highlight the word, phrase, or url you want to link to.
Then click on the link button above in your tools. (It looks like a chain link)
Use 'search' or 'insert' to add the page your trying to link to.
Easy as Pie.
It's very easy,
Open your hub on browser, If you are login you will find an button named "suggest links" click on it and select word (you want to link with another hub) with mouse cursor Hub community suggest you links related your selection then you can link that selection to suggest links(hubs).
