I believe that followers accumulate as a result of writing the best content you can, reading and commenting on lots of Hubs, reading comments of others and paying attention to the people who make them. I have found a lot to the people I follow whom i consider good writers by reading comments and then reading that person's Hubs. If I like their work I follow them. Asking questions is good too.
Periodically, I just browse through a long line of hubbers. I add almost all of them, avoiding only the really strange (psychic fortune tellers and witches, e.g.) writers that I will never read.
Then, some percentage follow me back.
The other way is to leave insightful comments. Some people hype the joy falsely. Not me, I want to be me, and have a personality. Better to lead than to go with the flow.
I personally will follow a hubber after reading a great comment. They have something to contribute, right?
I have to admit that I do tend to churn out the comments a lot of time just to make sure people know I'm visiting them and may not always leave the most well thought out comments, but the intention is always good. Good tip.
I get most of my followers from people who have read a hub or two and are interested in reading more.
I read a lot of hubs and follow the authors I am interested in, sometimes they follow me back.

Actually I have a tendency to surf through the questions more than anything. Though a lot of the questions do spur ideas for hubs.
Basically I wrote some hubs on subjects that interested me , although in the beginning, HP stated 3 out of four were " substandard" according to their rules..so I rewrote and finally one was accepted.. It was regarding 'phthalates" a controversial chemical found in certain plastic items..then " Choices" ...some of the people I follow commented, some not ...I also shared with twitter and facebook..although I rarely visit those sites...I'm bad....
