If someone write a hub in reply of a question, will asker be able to delete it?
Further if this hub gets negative marks on that question page, will like other such answers this hub also made invisible? Or does negative or positive marks on question page effects hub score?

No the asker cant delete the hub its your content you have the authority and no one can delete it rather then you. And it will increase your hubscore because you are participating in question and answers.
