   Is this labelled as overly promotional and should this be reported?

   I believe it depends on how you deliver the message in your hub. As I see it, one content can only  be overly promotional if it encourages readers to buy a product or avail a premium service in most of its parts.  The best approach is to create a hub that describes your company including its history, services offered, and why it is competitive. It's all up to the readers whether they'll be convinced or not.

      Well the hub I mean is encouraging the readers to use their company for their website/software development services.

      If you plainly talk about its benefits or anything useful and no urging them to purchase in every line...I think there won't be any problem...We can promote sites here but not in an exaggerated manner.

   This would be flagged as overly promotional here on Hubpages. We are not allowed to write anything promoting our companies, web sites, blogs, etc. I'm afraid it definitely would be unpublished.

   In my opinion, I think that a good yardstick is that a hub should add value to the people that are reading it.
   
   So, a hub could be about the company Google if one were discussing how to use one of their products (for example).
   
   On the other hand, a hub that only benefits the company being talked about I would think would be classed as overly promotional.

   Just flag it and let Hub pages decide what to do.  They depend on us doing this and calling things to their attention.

      I don't know what happens to them. But the hub I was talking about had solely the purpose to sell their services.

   I tend to agree more so with dailytop10. If you present the hub in more of a how to format it can be seen as beneficial. Awhile back I did a hub on self-publishing. I used the image of my book in the hub (but) I talked about the publishing process of bringing my book into being. I did not directly promote the book's content.
   You might for instance write a hub about choosing to become an entrepreneur and why you chose your specific enterprise.  Were laid off? What obstacles did you have to overcome to get the business off the ground? What were some of the techniques you used to raise capital? How do companies in your industry help others....etc
   Basically the hub could be: Why I love being an entrepreneur or How I became an entrepreneur...etc (You talk about your company indirectly and not promotionally)
   The same rules pretty much apply in most social media circles. You want to be seen as an (expert) resource in a particular area and not seen as hocking your wares. People who see value in your contributions will most likely check out your company to learn more about it's products/services.

      I don't think there would be a problem with using a link or (hyperlink) as long as you preface it by stating: If you are interested  seeing an example feel free to....etc

   A lot of companies create Hubpages profiles for the sole purpose of writing a hub that promotes their business and has links to the business website.  It's almost always the case that the account has only that one hub.  Hubpages considers that flaggable, so if you encounter something like that, just flag it and forget about it.
