If a new hub is not featured, does this mean it is substandard?

    And, can others see it?

Yes, it means it did not meet the standard of the Quality Assessment Scale, which was recently tightened to improve quality on the site. However, it doesn't necessarily mean the hub is of low quality. It may be a decent hub that just needs more text, better images, better use of capsules, or cleaning up of typos or sentence structure.

I just went through this with one of my hubs. After tweaking and editing, it was featured. But it really wasn't a bad hub, just needed to be tightened up a bit which I did in less than an hour.

Yes, other hubbers can see it when it's not featured; it's just not seen by the public - - I think unless you manually share it with them.

I've been here for a year and until recently, just about all of my hubs were quickly featured.  Now I am having problems with certain hubs despite their quality.  I just resubmitted one THREE times before it was accepted.   Very frustrating!

Seems as though HubPages is a business. While they allow writing for many reasons the scores and features are how well a writing fits into a revenue generation scheme.

So a short Haiku that is critical acclaim worthy without capsules will be around forty for a score and not be published outside of the pages. It is a good system that appears to make a profit.

So your answer is yes - it is substandard for monetization. (if that is a real word)

I have two that are ranked above 50, Have photo capsules, video capsules and are over 700 in length. Not featured. So I will look at them and figure how I can make them more marketable. Probably a few keyword issues and a bad title and improve my sum

I think sometimes the hub checker-thingy that determines featured or not just gets tripped up. I had one hub that wasn't featured. I changed the placement of a couple of modules. Presto chango and it was featured. After you've checked it for quality, just change a few elements around and see it that does the trick.

if the new hub is substandard, it won't be publish at all. When a hub is published but not featured, it means the keywords that people commonly search for aren't in your hub. Hence, you need to use google keyword tool, add in the words in yr hub and presto, your hub is featured.
