Reported a flamer, with no result. Why is this behavior tolerated?

A Question I'm following is being bombarded with horrible comments from a Flamer. This person started out half-civil then swiftly turned into a hysterical drama queen, replete with name-calling and accusations that smack of defamation of character toward others. My concern is not personal as she has not attacked me, but I am shocked by the vitriol. Hubpages admin has not responded to my concerns over the matter either. My question: why is this purposefully hateful behavior tolerated here? As a writer and contributing member, I find this kind of conduct highly unprofessional.

beth....Since Admin. rarely, if ever, will give "explanations" in terms of many of our concerns as the writers on this site, my answer, like so many others can be considered speculation.
First of all, this may be little consolation, but you're not alone by any stretch.  One short example:  Imagine a group of people all discussing an issue and most everyone is sharing opinions in an open, sincere manner.  ONE of them turns out to be a BULLY, begins to insult each person and get very nasty repeatedly....pounding on the same point over and over (that is totally apart from the original issue)  demands answers from the others....but then gets even nastier when he doesn't receive the answer he WANTS...........You've had more than enough and you speak up, trying to put this a$$hole in his place, on behalf of all of the other participants.    He reports you and YOU get banned.....not HIM!
You state your case in rebuttal to Admin and suggest they READ THE ENTIRE THREAD AND SEE THE CONTINUAL NASTY BULLYING OF THIS JERK throughout the thread........and NOTHING.
That scenario occurs far far too often here.
See...we're not the ones who get to make these decisions, unwise or unfair though they are.   We can pull our hair out and it doesn't matter.
Helps us to understand how a group can be oppressed very easily.
Then, we begin to become jaded.....and that's never good.
Bottom line.....95% of the time, Admin will only respond when someone REPORTS/FLAGS.
I completely understand your shock and disgust.  My advice for your sake is......learn to accept the blind eye to hateful behavior, because it happens.  It's everywhere throughout our site.  I know you also reported, but this is where the "pick & choose" power comes in.  Get it?
You did the right thing....but don't waste any more of your precious time....Peace, Paula

Management does not care unless someone is being harassed in your comments then they take it upon themselves to just up and unpublish the hub.  Been there done that!!

Paula, thank you hon, I appreciate it. And I know it is bad when I have readers outside of HP's tell me they're uncomfortable coming here because of ranting commentators. One would think admin would at least be concerned how it drives away traffic!

I suppose it is the same powers that be that allow articles that state complete falsehoods as facts - even when they are easily proven to be false. It allows articles to state facts with absolutely no links or sources to back up those facts (as they are complete falsehoods anyway). The same that allow very poor quality articles to appear if they support a certain position but nit pick at quality writing that supports a different position.
I don't write articles here anymore at all - it is a waste of time. There are the bullies like you've experienced, the hubbers who censor anything that proves their article false, the boot lickers who show up in the hopes you will up vote their own articles, zero real quality control and an absolute bias in the moderation.

SassySue1963, I would not be at all surprised you are absolutely correct. But I am sorry it has driven you to stop writing!

Oh I still write. Just not here. smile I guess my real issue is the censorship. I deplore censorship in any form. I don't think hubbers should censor their own comments. Only comments with personal attacks should be removed.

I hear you, SassySute1963. While I don't like censorship of opinion, I can't abide defamation of character and name calling. These things aren't opinion, just bullying. I'm glad to hear you're still writing smile

There is more than one way to skin a flamer. Fight fire with fire but don't make it personal, unless no one is looking, then clip their swaggering wings and they'll run for mommy. Just joshin' there, not directed to anyone in particular. Good luck with this Beth and all.
