Previously My Articles are picked to OwlCaution in a row. Past 2 months, none my articles are blessed to stay on Niche sites even-though they got featured within 12 hours. But, in my latest articles I provided a Link to download the Example for the Article. The link goes to My Google Drive to download Programming Projects.
I am not sure what mistake I am doing. Can somebody Help?

Even if for articles by the same author on similar subjects, being on a niche in the past doesn't guarantee spots for future writing, and the quality required is higher than for just getting featured. Maybe double-check your hubs for grammar errors (I see several in your post).
That said, sometimes even quality hubs slip through the cracks, at which point you can try manually submitting, although you can only do this once every two weeks.

I saw on top of my hub " Submit to a Hubpages Network Site", I tried to click it but got this message:Sorry, but you can't submit this article right now.This article is not Featured.How do I change my current hub to "Featured"? There isn't any error in this hub.

You can submit an article for niche site consideration once every two weeks.
