1. Can writers on hubpages change meta description for their articles? Two of my hubs are showing my bio as the meta description (Sherry this, sherry that ugh) and I have not checked all of the hubs I have.
2. I have noticed that the hubs with featured snippets use "paragraph" style for the text that is featured. Is there a rule of thumb?
Google is not exact at what is used for the Meta Description. Some of my hubs use my author bio. A few have used the summary I wrote. Some even use random elements from the hub.
Either way Google ends up trying to pick what it thinks is best. I am not sure what as authors we can do to try to get Google to use what we want as snippets/meta descriptions.
I know some people try to write paragraphs that they think will be featured snippets. I am not tested this myself, though.
The meta description is the summary right at the top of the article.
Google choose whether they show this or not depending on the keywords used and if Google thinks the description fits the keyword and whether your description actually covers what is present in the article.
Googles, John Mueller said there's not much you can do about it other than setting a meta description in a recent tweet (a week or so back).

I'm so excited to see one of my hubs showing up in Featured Snippets. This is responsible for the sudden increase in traffic to the hub. A big thank you to editors and fellow hubbers.
