1. Why do editors still accepting articles that use illegal photos? Usually, new hubbers don't know the rules about using photos, so most of them do not credit it and use photos from Google, Facebook, and other social media platform. I notice that a new hubber doing it. She has more than 40(?) articles and some of them have been moved to the Niche sites but use improper photos. I emailed her and gave her a guide on how to use photos properly. This also happens to me when I joined HP. I used photos from Instagram, but the articles have been moved to Owlcation. I am a lack of awareness until our co-authors told me about it. For editors, I think if the photos are suspicious, reject the article and email the new hubber about proper using of photos. We know it's illegal, and they can be penalized.
2. What is the difference between “no known copyright restrictions” to “public domain?”
I've read an article about the guide for using images. It says that “No know copyright restrictions” should not be used and “Public Domain” can be used. But on Flickr, has options for the different licenses and one of them is “No known Copyright Re...” When I click "NKCS" it shows photos with the "NKSC" license, but when I open the photo, the license became “Public Domain”. Please explain this to me, please. Thank you.
3. I notice that aside from “Comments”, the " Rating Capsule” and “Quiz Capsule” also don't work. They only work on Hubpages but not on the Niche Site. The interactions of our readers can rank our articles in a higher position.
4. On owlocation, the articles suggested below are not connected or related to the main article. For example, the main article is all about Planet, but the articles below are about history, calculus, animals, etc.

I think editors are too busy to check up every possible image copyright infringement. It's up to writers to protect themselves from possible legal action and/or a demand for payment.
I can't explain to you about the Flickr thing. I would just make sure the photo license is suitable for commercial use.

There is no direct way to answer your question, Eric. Maybe it's a fluke in Flickr's system, or maybe part of their criteria to determine eligibility to be assigned to Public Domain status, is no known copyright.
