I did not have a Google Ad Sense account when I activated my Hubpages  Ad program account. I have published an article and my Ad status is active, but I don't seem to earn. Now, i wonder if it was because i said yes about having a Google AdSense account without knowing what Google AdSense was. Please, could you help me understand how this Hubpage Ad program works?
My status is active, but must I have a Google Adsense account.

No, Google Adsense was discontinued on Hubpages years ago, so you don't need to worry about it or do any configuration. The only control we have on ads is if and where we place Amazon links or capsules in articles. Also, Hubpages recommend links rather than Amazon capsules and you're supposed to have personal experience of the product you link to. Additionally,  it must be relevant to the article.
Revenue from non-Amazon ads is split between Hubpages and writers. The percentage of revenue we used to receive was 60%, but now it's a mystery and Hubpages won't disclose the share we receive. Writer share of Amazon revenue is still 60%

As John said you have not been here long and only one article. I don't know what your expectations are, yet earning here on HubPages (HP) is an adventure in itself. To help with that the FAQ has a section on earning at HP.  Link below to the FAQ. There is a Table of Contents on the right where there is topic - Making Money on Hubpages. Most of your questions may be answered there as well as give you background information.

HubPages FAQ - How Hubpages Works
      https://hubpages.com/faq/

Also, at the Learning Center is an article titled An Overview of Making Money on HubPages, link following. Read it and you will receive vast information of the workings of earning.

Both the FAQ and Learning center can be accessed by using the Help Link at the top right of a page next to the Write link.

You've set up the Ad and Amazon Programs correctly, and as eugbug said, Adsense is not required. You need to publish more content and get some traffic to earn more money.

You have only been a member for three weeks and have one featured article. It will take time and a lot more articles before you can see any earnings.
