Paypal denied HubPages earnings

    Will HubPages hold my earnings until my Paypal punishment/restriction is lifted in late March 2023?
    My mind was on the devastation, and I wasn't paying attention to the rules against sending money internationally: sent money to friends in Canada when they were hit with Hurricane Fiona in September. 
    Consequently, my recent HubPages earnings were rejected by Paypal. Thanks in advance for your answers and or assistance.

    Sorry to hijack your post, but I notice PayPal has an option to send money to an international bank. Will they transfer dollars, or is it converted to the local currency? Paypal has a crappy exchange rate of 3% to 4%.
