I write STEM and tool/DIY articles, but often I use jargon and references to things that wouldn't necessarily be known by the average reader. Rather than trying to explain everything, would it be good to add hyperlinks to all these terms, similar to the way Wikipedia makes extensive use of links to all its pages? What would be the consequences as regards Google?
I think the average reader would rather have you explain the terms rather than send them off page.
Wikipedia is written by online writers. I've read more than once that Wikipedia is not a reliable source when researching because it's not hosted by experts. Many of the links you see in their articles refer the reader to the author's information source.
Again, I think you should explain terms you feel need clarification in the body of your article(s). Don't send your readers away. Be the provider of information they seek and they'll keep coming back.
The problem is, over-explaining stuff can clog up an article and there's the risk of Google considering the added content as fluff.
Remember, you may not need to explain as much as you think. Chances are, your readers are somewhat familiar with the jargon, as you call it. On the other hand, you could always avoid excessive industry specific vernacular by using layman's terms in your instructions. (Fondly known on this side of the pond as KISS.)
When writing gardening articles, I usually provide a brief, one or two sentence explanation of any jargon or horticultural terms.
I feel that a limited number of hyperlinks wherever necessary would suffice.

I discovered today that the German Wikipedia (Wikiversity) stole one of my articles so you may want to check and see if they have any of your work. It used to happen, but in the last couple of years have you written any articles that generated lots of daily views? Only one of the articles I've written in the last 3 years gets about 30 views per day. The others get maybe around 4 daily views.
