Do you have to have your own blog/website to use google adsense? Because I wasn't accepted into it because i put hubpages.com and they said I didn't have ownership of the site. Should I link to my personal page or do I need my own outside website or blog to use adsense?
When I applied I entered my URL for my hubpages profile account. Maybe that could help you. I did not have any other site at the time.
Hubpages.com is not your account id.. I believe
Go to your profile and copy the link from that page. That should help you be accepted.
No, you can use HubPages. In fact, there is a procedure for applying for adsense within the HubPages control panel. Detailed instructions are available via the Help menu.
I was accepted instantly long ago using my profile url.

You will also stand a much better chance of being accepted if you have more than a single Hub.
