I've tried signing up for adsense (not for this site but for another one) and have been refused.
If I can't get adsense (still can't figure out why) is there any point in writing hubs?
Depends on what you want. Actually you can get approved for adsense through Hubpages, but 0 hubs won't cut it.
Write a good hub, about 300-400 words. Apply using that particular hub. It took me about a week to get approved, so make sure your hub is decent.
I'll second what Misha says about how zero Hubs won't cut it. But also, you have to consider the reason you got refused the first time you tried to apply and whether that is still a factor.
300 to 400 words probably won't help your case much either. Create some quality content and then re-apply.
