There doesn't seem to be any specific prohibition against publishing fiction on a hub anywhere, but no one is doing it and I presume there is a reason?
While there are not a lot of hubbers writing fiction, there are a few. You're right - there is no prohibition against it. Go for it - you'll have a little company, but not much!
Excuse me, but there are many good fiction writers here. I have written some review hubs on fiction and serial fiction writers on HubPages. There have been manuscript critique circles, and various programs aimed at getting people published. You will have no competition but plenty of friends and potential readers.

I feel concerned that the reason google may prefer ehow as opposed to hubpages, is because there is an abundance of poetry and short stories. I am not by any means saying that those who publish the short stories...
