I spend a few hours on most of my hubs but am I wasting my time? Does anyone have any tips for keyword placement? What's most important; backlinking or keyword placement?

Keyword choice is the most important part of SEO. Main keywords should be placed in your title, url, summary and subtitles. Use them at least a 1/2 times in the text. Many hubbers achieve good success with great keyword research even without backlinking though backlinking can create a great difference.
Both. Give your page the best you can (on-page seo) then shore it up with back-links. Winning combo
