If it's pulling articles from article directories then no it's not stealing. People place their articles in directories so that others can use their content so long as the attribution remains with the link back.
If it's pulling articles from places like HP and Squidoo then yes it is stealing because we do not allow others to use our content even with attribution.
There are differences between :
a webmaster, spinner,
writer and combination of any of those.
One day all servers will explode.
Robots will post articles, spun - same content, different languages, syntax and forms
I am not sure if G can detect spun articles!
It depends on the person if one resort to this or not, good or bad - this is a point of debate.

Thieves are stealing our articles.What can we do?Internet thieves are laughing their heads off,all the way to the bank in many cases. All they need do is copy content, sit back and enjoy the rewards. What can authors/writers do to help stop this blatant criminal activity? DMCA filing doesn't work....

http://xhubpages.wordpress.com/ with a user name of rayskd2000 is stealing content from hubpages and linking back to the original articles with their own signup token in the link.I guess if people sign up after coming from that site the person will make money from additional ad views...

Hello,I just wanted to know whether hubpages allows the authors to publish their own hubs in other article directories under their own name. I just wanted to promote my hubs by submitting them in other article directories. Those articles will be found under my author name "Jubair Ahmed"....

There are many websites that allow you to post an article which can be reprinted by others and meanwhile your link will be included. So as a result, more backlinks are created for you. Isn’t right? Dose the hubpages allow hubbers to submit hub in some article submission site, e.g....
