Is taking a screen shot of lets say the homepage of hubpages. Is that a legal way or a good way to stay out of copyright problems?
Depends on what you use it for.
If you just want to illustrate what Hubpages look like, then yes, it is fair use, as you are using it to illustrate, provide commentary, and so on.
I'd be very careful with that.. the best way to avoid copyright issues is to simply ask the owner of the image/website if you can use their picture or a screenshot of their page. Most of the time they'll say it's alright anyway, but always better to be safe than sorry.
It depends whether the way the screen shot is used could be defined as "fair use".
