Yes, you are allowed to link, but make sure that you do not have more than two going to the same site from the hub.
A visit to the learning center an the FAQ section would help you.

Firstly, hubs are not blog posts. Each one should be written as a unique, stand alone, high quality article.
You can have up to two outgoing external links from each hub, as long as they are relevant to the topic.

The best way is to follow the pro hubbers (there are two in this thread) :-) Check out their hubs and see how many links they've got. Great content is the best way to get your hub noticed.
