Does this mean that i can post a hub in here and it can be revise or slaughtered
No offense when i say this. I would rather somebody just say it as it is.
First, you publish the hub, making it the best it can be. Afterwards, you can just post a link to the hub you want critiqued in this forum. Start a new forum thread for that purpose.
