Hubscore is an internal measurement and has nothing to do with getting money or signing up for Adsense or getting Google traffic.
However Adsense does like to see some proof of content (general recommendation is about 10 quality hubs).
In some areas of India and Asia they require 6 months of activity before approval however.
Yeah, WryLilt is right, Google does want you have at least 10 original hubs before you apply.
Since you are from Bangladesh you may have to comply with the six month wait period, it could get waived off if you have unique and useful hubs.
But, the good news is it takes six months to actually start earning a decent amount.. so keep writing and welcome to Hubpages.

Hi,I do not why Google is not approving my Adsense application. Am from India and I heard that people from India should wait minimum 6 months to apply for Adsense. Also they should have published minimum 10 hubs. I have done all these things. But when I apply to Adsense, am not getting approved....
