I think that it could, but doing some good cardio, like jogging, etc; would probably be a whole lot more effective.

I haven't heard any scientific evidence that supports this claim. The most common method that will help strengthen your vocal cords are vocal exercises, like rehearsing musical scales.
I thinks you have to sing and talk from the stomache and not the chest - eh?
hardly.... they say u need to drink row egg for the vocal but it doesnt do wonders either...
