1. I'm trying to figure out an answer for my statistics hw and need some help..can anyone help me out?

I'm stuck on trying to figure out the hypothesis testing using the 9 steps

2. This question sounds like something specific to how the process of hypothesis testing is taught by a particular instructor.  I don't know what is meant by "9 steps", but the steps I would use for a hypothesis test would be :
1. write the null and alternative hypotheses
2. make sure all conditions and assumptions are met that are required to be able to use the distribution for whatever parameter is being tested.
3. find the test statistic - i.e. z score, etc. (again depending on the parameter being tested)
4. find the P-value for this test statistic - i.e. the probability of obtaining your z-score or a more extreme one, given that the null hypothesis is true.
5. compare the P-value to the level of significance that has been chosen
6. decide whether this comparison gives enough evidence to reject the null hypothesis in favor of the alternative, or that there is not enough evidence to do so.

An instructor might break down some of these steps further, resulting in 9 steps, but basically this is an outline for performing a hypothesis test.
