    Soil is mixed with waste layers to introduce other bacterias/organisms in the soil to further do the composting process. This will make the composting phase faster and more convenient for the one who's doing the composting.

    Others introduce composting worms such as Red Wigglers(Esenia Foetida) as well to aid in the composting process.

    Soil contains micro organisms which help to break down the waste material faster. 
    In addition the soil may also contain some moisture which will help if the compost pile is too dry.
