    If a clock has a diameter of 19 cm, then the distance around will be Pi*D=19Pi.

    Rate=distance/time.  The hour hand will have a velocity of 19Pi/1 (cm/hr)x1hour/60minutes=.994 or aprox 1 cm/min

    The minute hand will be 19pi/1 cm/min 59.66 or 60 cm/min

    I have never seen a clock or watch where the hands have a diameter.  The calculation you are interested in is the radius -- from the pivot center to the outer hand point.  Since I doubt your question is properly expressed, I am not going to do the simple calculation.
