I think the best way is to think carefully first about what the most important aspects are for YOU. There will be tons of people out there ready to tell you what is the best college or university in their opinion, for cost or education or social life, but ultimately which one is the best for you depends on your own priorities and what will make you happy.
I've just written a hub about this funnily enough - I'm new here so I don't know if it's ok to link to it in a question answer, but you can find it at http://hubpages.com/hub/The-Top-6-UK-Universities

There are several factors to consider when evaluating a university. Let me tell you some of the more important ones. First, it should be an accredited institution otherwise you may have trouble getting your degree accepted by employers or other schools for further education. Second, it should have a good name in the academic and corporate circles. I don’t mean you have to stick to top-tier universities, but the school of your choice should not be associated with any dubious activities. Third, it should have an experienced and qualified faculty. But most importantly, it should offer degree programs that you are interested in. There is little meaning in attending a top-rank university if you are not getting to study what you like! All these are the factors which I considered before I enrolled in Independence University ( http://www.independence.edu )
