how do I change the category of the topic after it has been published?

You can always "EDIT" any part or a Hub even after publishing it by EDITING. simply click "EDIT"
From your 'my account' page, click 'edit' button to your article. This will take you to the edit page. On the right hand panel, you have options (tags, settings etc). Select settings and under settings you will find categories that can be edited.
