Can my teacher confiscate and shred my fashion magazines if I am reading them during...

Probably depends on where you live. If you live in Texas, I would guess that he can do it. If you live in a more liberal state he probably can't.
Whether it was legal or not is irrelevant, the teacher did the right thing, and so did you mum. When you're in class, you are there to learn and take part. Have some social responsibility and self discipline in your life.
Are you old enough to be here?
If it teaches you to be a little bit more responsible about your education and future I would say it is a worthwhile lesson.
Although to be brutally honest, it shows a slight tendency to immaturity that you feel the need to ask the question. What were you expecting... sympathy ?
What you did was wrong and in your heart you know it, you were caught and the teacher made the punishment fit the crime. Want my sincerely advice.... learn you lesson and at the earliest opportunity apologise to the teacher in question.
