Apparently, diploma mills (pay a few dollars, get a "degree" from a "university" with no credentials") are perfectly fine for any environmental agency, including the CARB (California Air Resources Board). I have a hub with a video story explaining how they kept someone with a fake degree secret until the rulings based on what he headed were enacted.
So, apparently, a diploma mill, and a willingness to write false reports is all you need to earn a great paycheck in the environmental field.
