Opinion of an " expert" is the best advice available for anything, if we get a true opinon. Its because we can say "Experience is the Guru".

IT depends how loosely you define 'expert', but generally an expert is someone who has a a large amount of experience with the subject matter as well as with empirical evidence in the field (if appropriate). Furthermore the expert is someone who can reliably report the facts of his discipline and so can be seen as a direct connection to the subject matter.
