Is action research the best research for teachers to do at school ?
Is there any regulations in your country which demand the teachers at public schools (especially the civil servant ones) to do some researches if they want to be promoted to the higher level ?
I attended a public university where many of the professors were on an ongoing sabbatical. I never noticed any improvement of the teaching skills of these professors. I don't believe that instructors are required to take these research leaves by the government, but it is possible.
