What would the world be like if everyone could instantly download information? Books, Classes, Etc

Obviously somethings just can't be taught.  I.E Speed, Motivation, Creativity, etc.  But what if you could download books, how-to guides, even college courses instantly?  What would the world be like?  Would it create a rat-race like mentality of people just downloading what they need to know and filling in the jobs?  Would the "starving artist" starve to death?  Would our passions take a backseat to learning and fulfilling an obligation to keep up with the "information boom"?  Tell me what you think of this hypothetical.

Hopefully people would be more intelligent but how would you know who is more intelligent than the other? With the school system we rate it by classes, degrees. What would it be like then? Download enough and get the degree? Or take the tests? That would be horrible. I'm not a good test taker.

I imagine it would be something along the lines of downloading the course then taking the test once you're finished.  The "grading game" as I call it is already inherently flawed.  For instance, a person who was rather social, free-thinking, and creative but only dedicated 5 hours to his studies may receive a B, when a person who locked him/herself in their room and studied for 2 weeks may receive a B+ - Is that person necessarily  "more intelligent" than the other?
